Chief Engineer

Mr. Francis brings to the senior management team more than 15 – years experience in engineering and project management. The broad spectrum of his practice straddles both public utilities companies locally, as well as spearheading engineering operations within other regional entities.

More recently, he served in the capacity of Civil Engineer, heading the Facilities Management Section with the Saint Lucia Electricity Services Limited (LUCELEC). Francis is uniquely placed to add value to the management team considering his formative tenure within the engineering department at SLASPA.

As the Chief Engineer, Mr. Francis will be responsible for overseeing and ensuring a high level of efficient technical engineering competencies throughout SLASPA’s facilities. In this role, his project management expertise and qualifications will augur well for Authority, in the pursuit of the numerous port infrastructural developments.

His qualifications include; Master of Science Degree in Project Management from the University of Liverpool, Bachelor of Science Degree in Civil Engineering from Central University of Las Villas. In addition, he is a Registered Professional Engineer and a Project Management Professional (PMP)
